You need a chorus, some distortion and a Delay with the delay time
set to 350 milliseconds and a lot of echo (at least for the first part).
Does anybody else consider this song a classic of the 80's or is it just me?
Scratch the 4th and 5th strings to make the Seagull effect.
(use the delay! - play the chord and mute it almost immediately)

Listen to the song to know what parts to repeat (after the chorus
comes the intro again, with the space-age delay and then the verse again).
Here comes the solo:
Play this very fast, muting at first and gradually letting go of the string
so that at the end it's ringing.
When the voice comes again, play the intro chords and also scratch
the strings for the seagull effect again. Then play the normal verse figure
and the chorus, and after the chorus comes the finale:
Play this a couple of times
Then this
And then this, with the last chord played like the intro.
